On 21 January 2024, Barotseland Watchdog Facebook page published an article alleging that the Alliance for Development and Democracy (ADD) President, Hon. Charles Milupi, who is also Minister of Infrastructure, Housing, and Urban Development, had expressed disappointment at the remarks made by President Hakainde Hichilema during an address to Permanent Secretaries, Controlling officers and Senior Government officials at the Mulugushi Conference Centre over the Barotseland Agreement. Speaking during the address, the President called on Western Province Permanent Secretary, Simomo Akapelwa to inform the people of Western Province that Zambia is a unitary State, as there was no country called Western Province or Barotseland. The President’s remark sparked various social media publications and statements that generated mixed reactions and opinions from the public. In the article, Barotseland Watchdog asserted that Hon. Milupi, through a phone interview with the Barotseland Watchdog international reporter had stated that when ADD entered into an alliance with the UPND, specific terms and conditions were made, and these included not underplaying the issue of the Barotseland.

Charles Milupi on his Facebook page and obtained by iVerify, the minister clarified that he had at no point in time been contacted by any reporter to ask for his opinion on the subject matter and had not issued any statement. Hon. Milupi further stressed that issuing false statements on behalf of individuals reduced the seriousness of whatever is at stake.
